The 9th Regular IBU Congress in St. Petersburg starts today with the Opening Ceremony and an Opening Dinner hosted by the Russian Biathlon Union RBU. The delegates from the IBU Member Federations will decide about different rules, vote on the World Championship host for 2015 and elect a new Executive Board, Honorary Auditors and Technical Committee.

Below please find some brief information about the Congress.

General Information about the 9th IBU Congress

The IBU Congress is the highest associated Organ of the IBU consisting of the representatives of Full Members, of non-voting representatives of the Provisional and Extraordinary Members, of non-voting Executive Board and the non-voting Chairpersons of IBU Committees and the Auditors.

 

 

 

 

The Congress shall:

-receive the reports made by the Executive Board,

-ratify the actions and decisions of the Executive Board,

-appoint the Election Committee,

-elect the Executive Board,

-elect two impartial and independent Auditors,

-elect the Technical Committee,

-approve the budget plans,

-determine the membership fees,

-deal with and decide on principle matters of the sport of Biathlon,

-decide on the Event and Competition Rules,

-decide on Anti-Doping Rules,

-make decisions on other rules as far as they do not fall within the authority of the Executive Board,

-make decisions on amendments to the Constitution,

-confirm amendments to the IBU constitution and to all other IBU Rules, which have been made by the Executive Board within its authority to expedite proceedings,

-appoint event host´s for Men´s and Women´s World Championships,

-confirm the affiliation of Full and Extraordinary members with immediately effect from passing of the respective resolution,

-appoint honorary members,

-confirm the removal from an IBU function,

-discharge the Executive Board

-dissolve the Union,

-appoint the host of the next Congress

-remove and replace members of the Executive Board in case of unsatisfactory performance (a 2/3 majority is required for this)

Interesting and Important excerpts of the IBU Constitution concerning an IBU Congress

Each Member Federation from the IBU eligible to vote may take part in the Congress with a maximum number of three persons. (Art 6.2)

Motions can be made by Full Members and by the Executive Board. (Art 6.4) Motions by Full Members must be submitted in writing not later than 90 days before an Ordinary Congress. Motions that arrive late or are brought forward during the course of the Congress can be discussed and ruled upon if more than 50% of the voting members taking part at the Congress are in favor of allowing these motions. (Excerpt of Art. 6.4)

The Congress will be chaired by the President….It shall be held as a closed session. The President can decide to open parts of the Congress to the public. (Excerpt Art 6.6)

Only those persons can be elected to the Executive Board, the Technical Committee or as an Auditor, that have been proposed in writing by a National federation or another voting member 90 days before the election…..The elections for all Bodies will be made for a period of four years. (Excerpt Art 6.9)

Resolutions will be passed with a simple majority. In case of a tie, the motion is to be considered rejected. Changes to the Constitution or individual deviations from the Constitution in cases of urgency or amendments to the purpose of the Union, as well as motions aiming at the dissolution or the fusion of the Union must be carried by a 2/3 majority of the voters taking part at the Congress. About the WCH´s 2015 election process

As soon as the name of the 2015 Hosting City is announced on September 5, the video of the presentation of the winning Bidding Committee’s presentation will be posted on the IBU website, www.biathlonworld.com.

The announcement of the winner of the appointment process for the 2015 World Championships will be broadcast live on the IBU website www.biathlonworld.com.

Election of the Host of the next 10th Regular IBU Congress

The candidate cities are: (in alphabetical order of the country):

Finland: Kontiolahti

Italy: Meran/Merano

The IBU and RBU Congress team

Over the last few months, a team from IBU and RBU worked together, preparing this Congress.

The team is led by IBU Secretary General Nicole Resch and RBU CEO Rodion Tukhvatulin. IBU Executive Director Martin Kuchenmeister helped many of the Congress participants obtain visas and handled Congress logistics. He will also be responsible for the IBU Welcome Desk. Communication Director Peer Lange is responsible for accreditation and the Congress minutes. He also secured good working conditions for the expected media and will, in collaboration with Tanja Ohlson, report about the most important developments. Stefanie Buchner is responsible for the logistics, accommodations, and the IBU Gala Dinner; she will be assisting Nicole Resch in any other matters. Rudi Lorenz and Felix Bitterling will set up the Congress Hall, help out at the Welcome Desk and assist with any other occurring issue. All are supported by Lucie Rothauer and Ulrike Rainer at the IBU Headquarters in Salzburg.

The IBU team worked in close collaboration with Daria Makhova, the key coordinator on the RBU side and Irina Nikolaeva, who is responsible for logistics and the social program.
